The topic is IP limits.
 
Now that we've gotten through the 1951 draft it is apparent that we do not have a situation where teams are unable to get all of the IP they need to get through a season; it was apparent even prior to the draft that this was the case though there was an unbalanced situation where the pre-draft spread between the "richest" and "poorest" teams was something like 1500 IP.
 
Although the league as a whole has plenty of usage and always will, we are moving into an era where real-life teams carried fewer active pitchers; relief specialists are becoming extinct; and 300-IP starters are becoming more prevalent.  The overall effect is that more innings (particularly GOOD innings) are being concentrated in fewer and fewer ptchers.
 
Therefore it may be desirable to require that teams not be able to retain more than a certain number of innings at cutdown time each season.
 
All opinions on this topic are welcomed.
 
You can pick the option below that you agree with most, or if you have a different idea that's fine too.  This isn't a binding vote, just a way of giving everyone a chance to register their input.
 
It would be easiest for me to have no limits at all (it's just one more thing I have to monitor during a draft) but if many owners believe we should have some kind of limit because the nature of the game is changing, then those opinions must be taken into account.
 
 
The options are:
 
1.  No limit at all; leave things the way they are.  Teams should be allowed to accumulate as many innings as they choose.  As we go back in time and only draft up to 28 players (or possibly fewer), teams probably won't be able to horde quality innings anyway, so there's really no problem.
 
2.  Have a "reasonable" limit such as 1800 or 1900 IP.  That's far more than enough to get through a 154 game season but a few teams each year will likely have to to cut some pretty good Unrestricted IP in order to get under that limit.
 
3.  Have a lower limit such as 1500 IP.  Most teams would be forced to cut a good Unrestricted pitcher or two each season.  This would be a benefit for the teams who lack pitching because more quality will be available in the drafts.  Things like this tend to be cyclical however, so the teams who lack pitching now will eventually find themselves having to cut good pitchers too.  A low limit would make it easier for the "poorer" teams to fill holes with better IP and put more quality IP in the draft for everyone.
 
 
If something like option #3 is used there will have to be a post-draft limit too: teams must cut down to 1500 IP prior to the draft, but can have up to (for example) 1850 IP after the draft and during the season.  We can't have such a strict limit as 1500 or 1600 IP during a draft or a season, just at cutdown time.
 
Note that any type of limit will make trading pitchers somewhat more difficult, as teams will not be able to make deals that put them over the limit.
