We currently allow all players to be used 10% more than they were in MLB every season. This proposal would, effective with 1979, reduce the inflation factor to 5%. The reasons for the proposed reduction are: 1. With 4 unowned teams' worth of players distributed among the 22 existing teams at all times, there is little reason to have any inflation aside from the fact that we arbitrarily delete all players with less than 30 PA or 20 IP; however, a 5 percent inflation factor provides a "safety net"; 10 percent is, IMO, overly generous. 2. Realism: too many batters play 162 games or close to it. The current inflation factor effectively makes any batter who played 145-150 games into literally an "every day" player, and some teams have nearly an entire lineup of such players (see #3). This situation isn't helped by the fact that we do not use injuries, nor do we use the HAL-related lineup options which incorporate rest (and there are no plans to begin using either of those options). 3. More managerial lineup/rotation decisions: teams which currently use the same lineups on a near-daily basis may be challenged to rest their top players & pitchers a little bit more than they must do now. This might also aid competitive balance, as teams which are fortunate enough to have many stars in their lineups will not get the additional benefit of being able to play those stars all 162 games, as opposed to the 145-150 they may have actually played. If this proposal passes, we may consider allowing (as some other leagues do) certain low-end players & pitchers to be overused by some amount every season, in order to help ensure that managers are not caught shorthanded (though it remains the manager's duty to have enough usage on his roster at all times). As with past votes, approval of 60% of the owners is required for a proposal to be adopted. We have 21 owners (multi-team owners get just one vote), which means 13 or more Yes votes are required. Voting is open until 8 AM ET on Monday, February 20. Votes may be sent privately to me, or posted to the list.
