Alan, This doesn't sound like what I remember from the discussion last year, but I'm completely willing to assume that my memory is failing. What I thought we were talking about was that for every player who a team over-used, their draft picks (in all rounds) would be moved down that number of *slots*, not that number of *rounds*. So, for example, if I used two players too much, and I had the 5th pick in each round, I would then be moved down to the 7th spot in each round. The other thing I vividly remember was that you said you'd decided not to punish teams for over-using a player by 3 PA. (Since I'm fairly certain the guy you were talking about last year was Sandy Alomar for me, I appreciate that!) So, what I'd suggest is graduating the penalty depending on amount of over-use. For each player you over-use by less than some small percentage, say 5% (about 35-40 PA for an everyday player or 10-15 IP for a starting pitcher), then you lose one *spot* in the first round that you still have a pick (and the first round only). For each player you over-use by MORE than that percentage, you lose one *round*, and get supplemental picks in the next round (at the same spot in the draft) to make up for it. Here's an (all-too-close to real-life) example: Pete Ward has about 250 PA for the Sox this year (I'm away from my home computer this weekend, so I'll fudge the exact numbers). I "win" the lottery to the tune of the 3rd pick overall in the 1st round, but in each of the other rounds, I choose 8th. If I use Ward 260 PA, I've over-used him by 4% (4% of 250 is 10, I think). Then, instead of choosing 3rd in the 1st round, I choose 4th. But, if I use him 300 PA, I've over-used him by more than 5%, so I'd sacrifice the 1st round pick. I'd have my regular pick in the 2nd round (8th), as well as a second, supplemental pick right after that. (If I've traded away my first round pick, then all of this applies to the 2nd round, or whatever the highest round I have left is.) And, if I've over-used TWO players, then I'd move down 2 *slots* or 2 *rounds*, whichever is appropriate. Where I'm not sure how this would work is when you have multiple teams with usage penalties. I'd guess that each team moves down one, which means that if you have 4 teams in a row that have (< 5%) usage penalties, they'd all move down one slot, and the first team below them that didn't have a usage penalty would move up 4 slots.
