The provisions regarding what happens when a team is to "lose" a pick they've already traded may seem a bit convoluted, but don't let it throw you. The very last paragraph sums it all up. ------------------------------------------------------------------ USAGE LIMITS: A player is considered to be overused once he has exceeded his adjusted usage figures for a season (in terms of PA, IP, or GS). A player who has met or exceeded PA or IP limits must be removed from the active roster immediately and remain inactive for the remainder of the season, and is ineligible for postseason play in that season. A starting pitcher who has met or exceeded his GS limit must be removed from the Starter screen and the Starter Schedule. Any team with one or more overused players is subject to penalty as outlined below. It is the responsibility of all owners to draft (or acquire free agents, when available) to fill immediate needs as well as future ones. Insufficient IP or PA at a position is not an excuse for overusage. To help avoid overusage, any position player with 13 or fewer PA's left must be removed from the home roster. Any starter with 7 or fewer innings and any reliever with 2 or less innings left must also be removed from the home roster. Exception: a starting pitcher may remain on the active roster as long as he is used as a reliever ONLY, and does not exceed his IP limit. Players restricted in the above manner may still be used in your road games because the manager has complete control over usage. Starting with week 20 (when we go to expanded rosters), these players may remain on the active roster for both home and road games, but may not be in the starting lineups. As already stated in the Constitution, the Commissioners will adjust rosters when necessary, to ensure compliance with the usage restrictions. PENALTIES FOR OVERUSAGE: Penalties will be applied based on the number of players overused in a season. The more players an owner overuses, the greater the penalty incurred will be. Overused players are already ineligible for postseason play. # OF PLAYERS OVERUSED PENALTY -------- ------- 1 loss of second round draft pick in the upcoming draft. 2 loss of first round pick in the upcoming draft. 3 loss of first and second round picks in the upcoming draft. 4 loss of first, second and third round picks in the upcoming draft. ...and so on. A team which "loses" one or more picks will still draft up to a roster size of 32 players. However, the lost pick(s) will be transferred to the end of the draft. A team which loses its #1 pick may not claim any player in the upcoming draft. Effective at the time a team overuses its first player in a season, that team is no longer allowed to trade draft picks (since draft picks are the mechanism by which penalties are applied). If the trading deadline has not passed, the team may still ACQUIRE draft picks from other clubs, but may not trade picks away. If a team's penalty must be carried over to the subsequent season because they have already traded away one or more picks they are supposed to "lose" (see below), the team may not deal their own draft picks in that season either. TRADED DRAFT PICKS: As stated above, a team's draft picks are frozen once a player from that team is overused. However, a "lost" pick may have already been traded away. In that case, if a team owns (or subsequently acquires) a HIGHER pick (in the same round) than the one they traded away, that pick will be "lost" instead, and that penalty will be considered to be paid. Otherwise, a pick in a higher round will be lost. If the penalty cannot be paid in the current season (because no higher picks are available), it will be paid in the following season, beginning at the next-higher degree of severity. EXAMPLE: Team X has traded away their #2 pick in the 1970 draft. They overuse exactly one player, causing them to lose the #2 pick, which they have already traded. If the trading deadline has not passed yet in 1969, Team X can still acquire a HIGHER pick in the second round, in order to "lose" it (they can also try to re-acquire their own #2, in order to lose it). If they do not acquire a #2, they will lose their #1 pick in 1970. If they had already dealt BOTH their #1 and #2 picks, AND have no picks in the first two rounds, then the penalty must carry over to the 1971 draft. Because they overused 1 player in 1969, Team X will lose their ***#1*** pick in the 1971 draft. The cases where a team cannot pay what they owe in the upcoming draft will hopefully be rare, and unfortunately are necessarily complex in nature. It isn't possible to list all combinations of overused players and picks traded. Suffice it to say that penalties will increase in severity with the number of players overused, AND will further increase in severity if the penalties are unable to be paid at the next draft. Yahoo!
