For my team, I would like to use Rick Wise as a mop up pitcher, since he has
lots of innings. I already plan on pitching Lew Krausse 150 innings in
relief even though he was primarily used as a starter in 1968.

A good question. Strat does allow this, i.e. there is nothing built into
the game itself to prevent it from happening.

As to the converse: can a pitcher who never started be used as a starter?
There the answer should definitely be NO. What about a reliever who started
very rarely (like Clay Carroll for Cincy; he had 1 start)? Since he started
once, does that mean I can use him as a starter regularly? Again, I would
say NO.

Or is it really that big of a deal? Let's hear some opinions.

Currently these issues are not addressed in the Constitution, so it's good
to discuss them here.

We probably need to make a rule stating that any pitcher who started fewer
than _x_ games in a season is limited to the number of starts he actually
made, or something like that.

As to the old trick of using a top starter (e.g. Bob Gibson) as a regular
reliever:

Is that as much of a problem? And what can/should we do to stop it? One
thing to consider is that it *appears* as if Strat makes sure that a pitcher
not rated in relief gets a very low fatigue rating, and so may not survive
long.
