But if using relievers as starters isn't fair - and I agree it isn't - then
how can we control it without limiting GS? It's easy enough to say a
pitcher who never started can never start. But Clay Carroll did start
exactly once for Cincy in 1968 - so should I be able to start him as many
times as I like, until his IP limit is reached?

Wilbur Wood started only a couple of times in 1968 and (with the IP
adjustment) can pitch 183 innings, or over 20 starts even assuming a CG
every time. Should the ChiSox be allowed to use a guy who really wasn't a
starter, in that role?

And if not, how do we stop it from happening without limiting GS? Note that
nobody has proposed a limit on games pitched, so using starters as relievers
(as you mention you want to do with the A's) is not being affected.

An option is to limit GS only for those pitchers who started fewer than _x_
games in real life, but what should _x_ be?

My main concern here is not to force us to ridigly imitate reality, and
prevent managers from having the flexibility to manage their teams as they
see fit - rather, it is to prevent any possible "travesties" from occurring.
Is Wilbur Wood starting 20 games a travesty? Is Bob Gibson pitching 85
times in relief a travesty? Is Denny McLain starting 50 games a travesty?

For Gibson, I would say no (though it sure would be different), and for
Wilbur Wood, maybe not. But for McLain, that's cutting it pretty close,
IMO. After all, this isn't 1906.

Some people may think that ANY limitations are a hindrance to them, and some
may think that ALL of the above scenarios are travesties, and limitations
are absolutely necessary.

Any other thoughts on this?

I agree with limits on Plate Appearances (or at bats) and Innings pitched
but not on games started or even the role in which a player was used. I
plan on changing how Oakland's pitching staff is used, using 4 starters
instead of 5 and limiting the innings pitched per start. That way I gain an
offensive advantage by consistly using pinch hitters. I believe that this
is a fair tactical ploy, within the normal limits of the game.

Using relievers as starters is not fair, as it is unlikely that a pitcher
may be able to pitch as effectively in a 7 inning start then a 1 inning
relief appearance.

Using a starter 100 times a season for 150+ innings is a tactic used in the
70's and should be allowed. Mike Marshall was used this way as well as Bill
Campbell.

I agree that it should be limited to actual number of starts, subject to the
innings limitation. For instance is a guy gets 30 starts and 200 innings
that
means he can average about 6 2/3 innings if you want to use all his starts.
If
he gets 22 complete games he loses those last 8 starts since he is out of
innings.

In the 60's and 70's 4 man rotations and 20 complete games from a pitcher
were
more the rule than the exception. IF are goal is to try to recreate the past
seasons fairly accurately, we must use players as they were used. I would
think
most of us have 5 or even 6 starters and are trying to find a way to use
them
all effectively.
