Regarding the issues we were concerned about and debated a couple of weeks ago: based on the input we received, we have come up with the following proposals which we would like all SMILEY owners to vote upon. Please vote Yes or No on the following two proposals. In order for a proposal to pass, at least 10 of the 18 SMILEY owners must vote Yes before 8 AM ET on Sunday, March 24. Votes may be made publicly, or submitted privately. If Prop 1 passes, we will be looking for some volunteers as well. Proposal 1: Trade Review/Approval Committee: ============================================ "Effective immediately, a Trade Review/Approval Committee is created. The Committee will consist of three rotating volunteer members (terms not to exceed one season) who will consider and vote on all trades made from this point forward in SMILEY. At least two of the three members must vote in favor in order for a trade to be approved. Whenever a Committee member's team is involved in a trade, that owner will be excused from voting on the trade, and replaced by another owner." Details such as the time frame for trade submission & voting will be finalized if/when the proposal is approved. The alternative to forming a Committee is to leave things the way they are now, where the Commissioners solely approve or deny trades. Proposal 2: Addressing "Road Field Advantage" ============================================= "Any team whose Road Field Advantage (RFA) exceeds the specified threshold after a given week (see table below) will be required to play their future road games that season via either Netplay or have the games autoplayed at League HQ until such time as their RFA falls below the threshold (or the season ends). Teams will not be evaluated against a threshold until the end of Week 5." (If the Reds or Tigers are forced into autoplay because of this rule, those games will be autoplayed by Mike T.) For example, after 6 weeks each team will have played roughly 21 home games and 21 road games. The threshold after Week 6 is +8. That is, if a team has 8 or more road wins than home wins at that time (e.g., Road: 15-6, Home: 7-14), then netplay/autoplay kicks in for them. These threshold levels were not selected at random*, and are meant to identify only the most extreme cases of RFA. It is anticipated that few teams will ever reach these levels. Week...: Threshold ======== ========= 5 +7 6 +8 7 +9 8 +9 9 +10 10 +10 11 +11 12 +11 13 +12 14 +12 15 +12 16 +13 17 +13 18 +14 19 +14 20 +15 21 +15 (Threshold = road wins - home wins) * A team exceeding a threshold has less than a 2% chance of achieving the given home-road splits purely by chance, according to the Binomial test.
