Alan:

I think Mike's suggestion is a better way of going about it. I was
imagining a convoluted lottery that would end up with nobody getting
their first choice, which would be followed by attempts to swap
teams. Having the free agent draft in reverse order of the team
draft would be the way to go.

That means we only have 2 more slots to fill before we can assign
teams.

SIMPLER) way to assign teams is to have a lottery of owners, and
owners pick teams in the random order which comes out of the
lottery. The 1967 draft would then be held in the reverse order of
the lottery. If we use that approach, the Mets (we'll think of them
as the #16 pick among teams, and therefore #1 in the 1967 draft) and
exempted, and we'll throw the Senators in at #15 (and the #2 slot in
the 1967 draft).

because it forces us to realize that *somebody* is going to end up
with the moderately unpopular teams (which appear to be ones like the
two Chicago teams, the Reds, and a few others). Another way of
looking at it is that even if everyone expands their lists to 9 teams
or so, that still doesn't guarantee everyone a team they really want;
there are no guarantees when there's this much overlap among lists
and so few really popular teams.

are off the board, so none of the rest of us will be "stuck" with one
of the truly bad teams.
