Jon, I think so too; only a small number of people would have received their first choice via the list method, and while it may be the case that no more of us may get our #1 choice now, Mike's way is certainly easier to understand, and I think more people are likely to be happier with the outcome. I think Mike's suggestion is a better way of going about it. I was imagining a convoluted lottery that would end up with nobody getting their first choice, which would be followed by attempts to swap teams. Having the free agent draft in reverse order of the team draft would be the way to go.
